Bei der Ftille der Gesetzgebungsarbeit bedurfte es eines hohen MaBes an Ein satz und VerantwortungsbewuBtsein der Abgeordneten. Auch das Wissen urn die bis in Einzelheiten hinein die Lebensumstande der Bevolkerung andemden Bestimmungen ftihrte dazu, daB die Arbeit selten routiniert abgewiekelt und oft quer durch die Fraktionen abgestimmt wurde. Rtick blickend sollte das Interesse auch Argumenten und Fragestellungen gel ten, die vorwegnahmen, was der spatere und bis heute nicht vollendete VereinigungsprozeB an Problemen zeitigte. Auch aus diesem Grunde lohnt es sich, jener Phase des Vereinigungsprozesses aus heutiger Sicht noch einmal Aufmerksarnkeit zu schenken. Ftir die Vorbereitung und Herstellung dieses Buches stand nur ein auBerst knapp bemessener Zeitraum zur Verftigung.
