The objectives of the study were to determine the outcomes of the development and implementation of lower level natural resource management policies, evaluate their performance and effectiveness, examine the constraints to compliance and adoption and identify the conditions necessary for sustainability. The study used an exploratory research design with both qualitative and quantitative approaches. 100 respondents who included farmers, policy taskforce members, local government departments and donor agencies were purposively, simple randomly and stratified sampled and interviewed. Primary and secondary data was collected using questionnaires, interviews, focus group discussions, key informants and literature review.
