This work proposes the development layered interoperable serviceoriented architecture E procurement framework for multitiered organisation. Various model of implementing SOA such as ESB, Web Service, CORBA, DCOM, and RIM, stating the merits and demerits of each of them. We implemented the service module using XML Web service and SOAP as communication protocol. .Net framework was chosen as the implementation platform using C# as the programming language, and SQL Server 2005 used for storing data. This framework will help achieve convergence of concerns, promote uniformity and transparency in procurement processes of multitiered organisation as well government organisations. It also help to achieve loose coupled application level integration thereby enhancing computertocomputer interaction required for driving efficient B2B collaboration.
