TDR has been widely applied for various purposes since its emergence. The effectiveness of TDR programs has to do with many factors, such as the strength of market demand, availability of incentive packages, appropriateness of the designation of suitability receiving sites, degree of public acceptance, availability of a TDR bank, and leadership of responsible planners. By examining six of Taiwan's TDR programs and administering a questionnaire survey to get feedback from key shareholders, namely planners of the public sector and private developers, the study found that Taiwan's fundamental TDR institutions are not properly provided for. To improve the overall efficiency of Taiwan's TDR practice, the study further suggests some effective strategies to deal with these problems.
