Dabei wird insbesondere untersucht, welche Erfahrungen whrend der ersten Handelsperiode von 20052007 mit dem neuen Instrument des Emissionshandels gemacht wurden und wie diese auf die zuknftige Ausgestaltung des europischen Handelssystems bertragen werden knnen. Weiterhin wird aufgezeigt, wie der globale Klimaschutz durch einen weltweiten Ausbau des Emissionshandels von diesen Erfahrungen profitieren kann. Neben einer kurzen Einfhrung in die Problematik und die Fakten des Klimawandels diskutiert die Arbeit zunchst theoretisch neben dem Emissionshandel auch verschiedene andere umweltpolitische Instrumente. Darber hinaus werden das KyotoProtokoll und seine internationalen Instrumente "Joint Implementation" sowie "Clean Development Mechanism" als Grundlage fr den europischen Emissionshandel ausfhrlich dargestellt und der Grad der aktuellen Erreichung der weltweiten Klimaschutzziele analysiert. Weiterhin erfolgt im Rahmen der Arbeit eine detaillierte Einfhrung in die rechtlichen Grundlagen, den Aufbau und die Funktionsweise des EUETS. Die Implementierung des Systems in den EUMitgliedsstaaten wird am Beispiel Deutschlands dargestellt. Aufbauend darauf wird der Emissionshandel in der ersten Handelsperiode von 20052007 ausfhrlich analysiert und kritisch betrachtet. Problemfelder werden aufgezeigt und Verbesserungsvorschlge hinsichtlich der zuknftigen Ausgestaltung des Emissionshandels gemacht.
