Nach dem geschichtlichen Abriss folgt einer der Kernpunkte dieser Arbeit. Es handelt sich hierbei um den Aufbau, die Funktionen und die Anwendungsmglichkeiten von ELSTER. Der normale Arbeitnehmer, der sein Einkommen aus nichtselbststndiger Arbeit bezieht, kennt selbstverstndlich die Jahressteuererklrung, die er regelmig abgibt. Die ElsterInfrastruktur allerdings bietet ein umfangreiches Angebot an Funktionen fr Arbeitnehmer, Arbeitgeber, Unternehmen, Behrden, Steuerberater oder Lohnsteuerhilfevereine. Smtliche Anwendungen und Funktionen werden in diesem zentralen Kapitel, inklusive der noch sehr neuen Webplattform, dargestellt und erlutert. Danach werden dann die von der OFD Mnchen und anderen beteiligten Behrden genannten Zwecke und Ziele wiedergegeben und analysiert. Hierbei wird vor allem das Ziel der Entbrokratisierung und der Brgerfreundlichkeit in den Vordergrund gestellt. Auch finanzielle Nutzenvorteile des Einzelnen und der Gemeinschaft werden hierbei kurz aufgezeigt.
