Only 20% of ugandans live in Urban setting and majority (80%) live in rural area and mainly depend on Agriculture as their source of Income and general livilhood. Based on this statistics most economists still think modernation of agriculture and increased number of Agrobased industry are the sole engine for Economic development. As a result of this philosophy many policies have been developed in Uganda to boost Agricultural productivity and value addition. NGOs and other partners in development have suggested programs geared towards the set policies. However few impact studies have been carried out to estimate the impact of these programs in relationship to the set policies. Thus set the background of this study. This Study helps both Donors and developing countries to set their goals right and thus faster acomplishment of the Millennium Goals. I Kibirige Douglas a Ugandan private Agricultural Economist wish to work towards poverty eradication in Developing countries and Helping Donors set their priorities right for development.
