Hermenegildo Casas es un ejemplo de sumo inters de figura poltica que vivi la crisis de la Restauracin, la Dictadura de Primo de Rivera, la Segunda Repblica y los impactos de la Guerra Civil y el exilio. Fue quien proclam el rgimen republicano en Sevilla desde el balcn del Ayuntamiento, siendo el primer Alcalde de la ciudad bajo la Segunda Repblica. Despus paso a desempear la presidencia de la Diputacin de Sevilla en el bienio republicanosocialista, siendo el promotor del proceso autonmico de Andaluca que tuvo lugar entre 1931 y 1933. Desde el punto de vista partidista fue pieza fundamental en la reorganizacin del PSOE sevillano durante los ltimos aos veinte y primeros treinta. Por esta triple divisa ideolgica, el autor del trabajo, la resume en Andalucismo, Repblica y Socialismo, ya que entre esos vrtices se desarroll su actuacin poltica, caracterizada por la moderacin y la bsqueda de consensos.
