La poltica petrolera venezolana ha sido siempre la resultante de una composicin de fuerzas entre los factores principales que participan en la implantacin y desarrollo de la industria de los hidrocarburos en este pais: El Estado venezolano, soberano histrico de los recursos del subsuelo y las corporaciones petroleras extranjeras que establecieron esa industria y su mercado a nivel mundial. En este texto se exponen los principales hitos histricos de la evolucin de esa relacin de fuerzas desequilibradas, de los esfuerzos muchas veces infructuosos de quienes defendieron posiciones nacionalistas en la materia y de las maniobras de las corporaciones para mantener y extender su control sobre el negocio petrolero venezolano. Concludo en 1985 como una denuncia de lo que considerbamos una realidad inconveniente para los intereses nacionales venezolanos, en este escrito se pueden encontrar las simientes de la poltica petrolera de "apertura" aplicada en ls dos ltimas dcadas del siglo pasado y que ha venido siendo revertida desde los inicios del presente. La voluntad que anima esta edicin es la de revisin crtica del pasado para no tropezar con las mismas piedras.
