La investigacin que se presenta busca identificar en el contexto colombiano, los factores que han impedido la vigencia de la carrera administrativa, como un sistema tcnico de gestin del talento humano al servicio del Estado. El proyecto est inscrito en la lnea de investigacin denominada Gestin y Funcin Pblica, perteneciente al grupo Sinergia Organizacional, avalado por la Universidad Pedaggica y Tecnolgica de Colombia y la Escuela Superior de Administracin Pblica; actualmente clasificado en categora C por el Departamento Administrativo de Ciencia y Tecnologa de Colombia Colciencias. Debe resaltarse que para algunos este debate ha perdido relevancia, toda vez que consideran que la crisis del Estado y de la sociedad latinoamericana, tiene a la burocracia como una de las causas generadoras; muy por el contrario, otros siguen insistiendo en la necesidad de consolidar el Estado de Derecho y avanzar en la construccin del Estado Social, objetivos que ven difcilmente alcanzables sin la efectiva vigencia, entre otros factores, de una administracin genuinamente burocrtica, fundamentada en el mrito, la igualdad y la calidad del servicio pblico.
