Este trabajo sobre las posibilidades de desarrollo de una amplia regin de la meseta de la provincia de Chubut en la Patagonia argentina pretende esencialmente ser un aporte a la difusin de la realidad de un territorio y de ciertos aspectos que remiten a carencias pero tambin a potencialidades a explorar y a poner en valor de las personas que lo habitan. Tales carencias pueden entenderse y abordarse con muchas visiones y herramientas tcnicas, econmicas y polticas, pero, sin embargo, no parece razonable creer que ser la cantidad sino la calidad de lo que se haga y sobre todo de cmo se haga, lo que pueda traer mejoras en lo productivo, social, cultural y econmico para las comunidades que aqu viven. Frente a la inexistencia de un modelo territorial relacionado con un estilo de desarrollo pues aqu la impronta ha sido la de una ausencia manifiesta de vocacin de desarrollo es imperioso volver la mirada y concentrar el esfuerzo para promover en la estepa de Patagonia una ordenacin del territorio que posibilite "visibilizar" esta regin y a sus habitantes con una perspectiva de equidad y de promocin de la calidad de vida.
