Sie entsteht im Diskussionsprozess der Mitgliedstaaten (im Rat) und der Kommission mit Drittstaaten. Die EU ist vertraglich dazu verpflichtet, Handelsschranken abzubauen und fr freien (Welt)Handel einzutreten. Die Handelspolitik findet auf zwei Ebenen statt. Intern innerhalb der EU versuchen NGOs, Vertreter ziviler Organisationen, wirtschaftlicher Intereressenverbnde, der Unternehmen und der Mitgliedstaaten sowie die Institutionen der EU selber, ihre Interessen in die GHP einzubringen und durchzusetzen. Extern gegenber Drittstaaten / Verbnden reprsentiert die Kommission die EU, damit ein einheitliches Bild in Verhandlungen vertreten wird. Teilweise jedoch vermischen sich die Kompetenzen, wenn wie in vielen Fllen des Dienstleistungs und Servicebereiches die Mitgliedstaaten Vereinbarungen zustimmen mssen (und nicht nur der Rat). Einerseits kann das interne, komplexe Gefge der EU ihre Position nach auen strken, da sie glaubhaft machen kann, dass sie sich auf keine andere Position intern einigen kann. Andererseits wirkt sie deshalb auch sehr starrkpfig und gilt als schwieriger Verhandlungspartner. Dennoch hat die EU in den letzten Jahren die Hauptrolle im Vorantreiben des freien Handels von den USA bernommen. Sie ist der wichtigste Handelspartner vieler Entwicklungslnder und leistet monetr die bedeutendste finanzielle Untersttzung im Bereich der Handelsvergnstigungen und der Entwicklungshilfe.
