Die zunehmende Aktivitt deutscher Unternehmen durch Grndung und Erwerb von Tochtergesellschaften im Ausland fhrt dazu, da ein auf das Inland beschrnk ter Konzernabschlu, wie ihn das Aktiengesetz von 1965 und das Publizittsgesetz von 1969 als Regel vorsehen, in vielen Fllen ein nur sehr unvollstndiges Bild des Konzerns bietet. Daher sind seit Beginn der siebziger Jahre einige, insbesondere groe Unternehmen mit starker Auslandsaktivitt dazu bergegangen, ihre aus lndischen Tochtergesellschaften in den aktienrechtlichen Konzernabschlu einzu beziehen oder zustzlich zum aktienrechtlichen einen freien d. h. einen nicht in allen Punkten dem Aktiengesetz entsprechenden internationalen Konzernab schlu zu verffentlichen. Eine weitere Zahl von Unternehmen stellt nur intern einen weltweiten Konzernabschlu auf, nicht selten als Vorstufe fr eine sptere Publikation. Die Aufstellung interner und externer, aktienrechtlicher und freier internationaler Konzernabschlsse hat eine Flle von Fragen aufgeworfen, die sich fr inlndi sche Konzernabschlsse nicht oder nicht in dieser Weise ergeben haben. Wegen ihrer Bedeutung haben sich internationale und nationale Gremien zur Aufstellung von Weltabschlssen geuert (in Deutschland insbesondere der Arbeitskreis 'Weltbi lanz' des Instituts der Wirtschaftsprfer). Die aufgeworfenen Probleme reichen von Fragen der Angleichung der nach jeweiligem Landesrecht aufgestellten Abschlsse auslndischer Tochtergesellschaften an deutsches Recht oder konzerneinheitliche Regeln ber die Art der Umrechnung dieser Abschlsse in DM bis hin zu Fragen der Kapital, Schulden und Ertragskonsolidierung. Diese Probleme wurden von den Unternehmen zum Teil in unterschiedlicher Weise gelst. Deshalb sind internatio nale Konzernabschlsse verschiedener Unternehmen nur noch schwer oder kaum noch vergleichbar.
