Hintergrund dieser Diskussionen sind vernderte sozialstaatliche Rahmenbedingungen, die eine Neupositionierung der Wohlfahrtsverbnde hinsichtlich ihrer gesellschaftspolitischen Funktion als NonGovernmentOrganisationen und ihrer Rolle im Markt der Sozialwirtschaft notwendig machen. Hufig sind gravierende Managementfehler die Ursache fr Krisen von Wohlfahrtsorganisationen. Ehrenamtliche Vorstnde, die bislang die Verantwortung in den Verbnden fr das Management trugen und auch noch tragen, sind hufig berfordert mit der Verantwortung fr millionenschwere Haushalte. Alleine die blicherweise langen Intervalle zwischen und die zeitliche Dauer von Vorstandsitzungen geben Anlass zu bezweifeln, dass Managemententscheidungen in der gebotenen Geschwindigkeit und mit der erforderlichen Grndlichkeit getroffen werden knnen. So unterschiedlich die Diskussionen um geeignetere Verbandsstrukturen auch gefhrt werden, so gibt es doch einen roten Faden, der sich durch fast alle Verbandsdiskussionen zieht: Die Entflechtung von Mitgliederverband und den Dienstleistungsunternehmen wird in allen Verbnden als eine mgliche Lsung propagiert. Entflechtung in diesem Sinne heit Ausgliederung der Dienstleistungsbetriebe in eigenstndige GmbHs oder auf andere Rechtstrger. Auf diese Art und Weise geht die unternehmenspolitische Verantwortung auf die Geschftsfhrung der GmbH(s) ber. Die verbandspolitische Verantwortung bleibt beim Vorstand des e.V. Dieser Weg wird seit Jahren von den Verbnden beschritten, lange auch schon vor dem Beginn der Reformdiskussion.
