Juan Bautista Alberdi le envi el libro al entonces presidente argentino Justo Jos de Urquiza, quien se lo agradeci en estos trminos: Su bien pensado libro es, a mi juicio, un medio de cooperacin importantsimo. No ha podido ser escrito en una mejor oportunidad. Las Bases y puntos de partida para la organizacin poltica, estn notoriamente infludas por el derecho constitucional norteamericano. Por ello, fueron el esqueleto de la Constitucin Nacional Argentina, nacida en 1853. Sus redactores leyeron y releyeron la obra de Alberdi. Luego, los constituyentes de Santa Fe usaron este libro como modelo, un ao ms tarde. Cabe destacar en las Bases los captulos dedicados a analizar las constituciones nacionales de la poca y del recin constituido Estado de California. Alberdi analiza caso por caso, ejemplos de buenas y malas prcticas destinadas a fomentar la riqueza de las naciones o su pobreza.
