Bart holds a Bachelor of Arts from the University of Georgia (magna cum laude) where he was President of the Student Government and a member of two SEC Championship tennis teams. Bart also holds a master's in Management, Economics & International Relations from the University of St. Andrews in Scotland, and a Juris Doctor (cum laude) from the University of Georgia School of Law.
