Umweltschutzziele der Forschung und Entwicklung bewegen sich soweit aber nur innerhalb umweltrechtlicher Restriktionen. Soweit umweltrechtlich (noch) erlaubt, fhren die aus For schung und Entwicklung flieenden Innovationen nach wie vor zur Externalisierung von betriebswirtschaftlichen Entscheidungsfolgen (Kosten). Der Verfasser begrndet die Akzeptanz dieser Effekte durch betriebswirtschaftliehe Entscheidungstrger mit den durch gesellschaftlicher Umwelt politik von auen gesetzten Vorgaben und der Tendenz der Entscheidungstrger im Unternehmen, das Verhalten nur inso weit zu ndern, als dieser Sollwert noch erreicht wird ("Regelung" im Sinne des Systemansatzes). Als Ursache dieses Verhaltens sieht der Verfasser traditionelle Denkmuster einer kurzfristigen konomischen Rationalitt, welche vermeintliche Sachzwnge zur Produktion externer Effekte begrnden und eine Wahrnehmung des strategischen Chancenaspektes von Ressourcenschonung nicht erlauben.
