Betriebsbeauftragte flir Umweltschutz gehoren zu den am wenigsten bekannten umweltpolitischen Institutionen in der Bundesrepublik Deutschland, obwohl sie seit Beginn der Umweltschutzgesetzgebung, niimlich bereits in der ersten Fassung des BImSchG 1974, existieren. Dies liegt zum Teil daran, daB in der Umweltpolitik, zumindest in ihren Anfangsjahren, das Schwergewicht bei regulativen Instrumenten lag, persuasiven Instrumenten dagegen eine vollig untergeordnete Bedeutung zukam. Die Diskussion iiber die Wirksarnkeit umweltpolitischer MaBnahmen konzentrierte sich demzufolge auf Auflagenregelungen und Emissionsstandards. Es stellt sich allerdings auch die, provozierende, Frage, ob nicht diese Unbekanntheit des Instruments Umweltschutzbeauftragter durch seine Unauffiilligkeit begriindet ist, die ihrerseits auf eine nur geringe Wirksarnkeit zuriickfiihrbar ist. 1m Mittelpunkt der vorliegenden Untersuchung steht daher die empirische Messung der Wirksarnkeit der Umweltschutzbeauftragten. Ausgehend von einem theoretisch fundierten Untersuchungs ansatz wird der Grad der Aufgabenerfiillung der Umweltschutzbeauftragten gemessen, sowie eine Kausalanalyse durchgeflihrt, die die Griinde flir die empirisch nachweisbare mangelnde Effektivitiit der Umweltschutzbeauftragten aufdeckt. Die vorliegende Arbeit ist im Rahmen meiner Tiitigkeit am DFGForschungsprojekt Umweltschutz und Innovation entstanden.
