Die Betriebswirtschaftslehre hat insbesondere erklarende und gestaltende Aufgaben. Entsprechend muB die okonomische Regelungstheorie zwei Probleme lOsen. Erstens hat sie bestehende okonomische Systeme zu analysieren und ihre Funktionsweisen zu erklaren, indem sie die Elemente der Systeme und deren Wirkungsweisen ermittelt. AuBerdem ergibt sich in diesem Zusammenhang die Aufgabe festzustellen, ob die betreffenden Systeme stabil sind, welche Regelgiite sie besitzen und wie zuverlassig sie die ihnen gestellten Aufgaben erfiillen konnen. Zweitens muB die okonomische Regelungstheorie versuchen, Regulierungssysteme zu konzipieren, die es iibernehmen konnen, bestimmte Aufgaben zu lOsen und dabei die betreffenden Prozesse annahernd optimal zu regeln und zu steuern. Die erste Fragestellung, bestehende okonomische Systeme zu erklaren, ist in dieser Arbeit nicht behandelt worden. 1m Schrifttum sind insbesondere von Forrester bestehende unveranderbare okonomische Systeme analysiert worden. Dieser Losungs versuch, der insbesondere fiir Prognosen geeignet ist, wurde in dieser Arbeit nicht ein gehend behandelt. Wir haben uns mehr dem zweiten Problem zugewendet, weiI der Betriebswirt in der Regel die Moglichkeit besitzt, die bestehenden Systeme so zu ver andern, daB die gewiinschten Eigenschaften und Verhaltensweisen eines Systems reaIi siert werden konnen. Der Betriebswirt muB sich also mit bestimmten unbefriedigenden Ergebnissen bei der Analyse bestehender Systeme nicht zufrieden geben, sondern er kann die Systeme andern. Aus diesem Grunde wurde in dieser Arbeit die zweite Frage stellung behandelt, okonomische Regulierungssysteme zu entwickeln, die bestimmte Aufgaben in optimaler Weise erledigen konnen.
