Zum besseren Verstndnis der Idee und Problematik der Bewertung stellen wir uns ein abstrahiertes Beispiel vor: Eine Gruppe von Menschen gibt uns eine Hand voll Eier und bittet uns, fr sie das beste davon auszuwhlen. Selbstverstndlich erwarten sie auch eine ausfhrliche Begrndung fr die Entscheidung, die uns in Anbetracht der hnlichkeit der Eier sicherlich nicht leicht fllt. Liefern wir keine absolut berzeugende Begrndung fr unsere Entscheidung, werden wir von einigen der Gruppe beschuldigt, nicht rational und neutral bewertet zu haben. Genau dies ist die Problematik, die in der Planungsbewertung entsteht: ein Planer muss aus einer Reihe von Alternativvorschlgen fr eine Planung auswhlen. Der Auswahl geht der Bewertungsprozess voran, an den alle Beteiligten zahlreiche Anforderungen stellen, um ihn zu akzeptieren. Schlielich gibt es die Mglichkeit, dass ein Planer ein Einzelvorhaben bewerten muss, was mangels Vergleichbarkeit noch schwerer fllt. In dieser Arbeit wird zunchst definiert, was wir unter einer Bewertung verstehen, was die Bedeutung und Funktion von Bewertungsmethoden ist, welche Anforderungen wir an sie stellen und welche Bestandteile sie haben. Im weiteren Verlauf werden wir einige Bewertungsmethoden nher betrachten, um anschlieend ihre Mglichkeiten und Grenzen einzuschtzen. Ein Ausblick auf zuknftige Entwicklungen in diesem Bereich soll das vermittelte Bild der Planungsbewertung abrunden. Wie wir uns vorstellen knnen, ist die Bewertung von Planungsalternativen oder auch Einzelvorhaben einer der wichtigsten Bestandteile einer jeden Planung, denn auf ihr basiert alles weiter
