IPCC 2007), auf der politischen Tagesordnung. Bereits zuvor wurde in zahlreichen internationalen und supranationalen Vereinbarungen sowie nationalen klimapolitischen Strategien auf die Notwendigkeit des Klimaschutzes hingewiesen. Als bekanntestes Beispiel hierfr drfte das KyotoProtokoll aus dem Jahr 1997 gelten. In diesem verpflichten sich die Unterzeichnerstaaten die Emissionen bestimmter Treibhausgase im Zeitraum von 2008 bis 2012 um mindestes 5% unter das Niveau von 1990 zu senken (vgl. BMU 2008). Als weithin anerkanntes Ziel gilt die Begrenzung des globalen Temperaturanstiegs auf 2C gegenber der vorindustriellen Zeit (vgl. SRU 2007). National sind die Zielsetzungen unterschiedlich und gehen teilweise weit ber die im KyotoProtokoll festgelegten Werte hinaus. Auch die Strategien zur Erreichung der Reduktion der Treibhausgasemissionen sind unterschiedlich. Neben der Steigerung der Energieeffizienz spielt auch eine Substitution fossiler Energietrger durch erneuerbare Energieformen eine groe Rolle. Entscheidende Bedeutung kommt dabei der Biomasse, sowohl bei der Erzeugung von Strom und Wrme, als auch als Kraftstoff, zu. Der Einsatz von Biomasse ist jedoch nicht unumstritten.
