Bosquejo sobre el estado poltico y moral del Per contiene una ardua reflexin sobre la historia poltica del Per durante la primera mitad del siglo XIX. Jos Manuel Valdez y Palacios hace nfasis en la actividad de Simn Bolvar y en la cadena de pactos y acciones blicas que marcaron su existencia. La obra se subdivide en tres partes que comprenden: el perodo anterior a la independencia, que engloba desde la conquista hasta 1820; el perodo de la Independencia, que va de 1820 a 1824; y el perodo de la Repblica, que comprende desde la batalla de Ayacucho a la cada de La Mar. La primera seccin del Bosquejo est dividida en siete captulos en los que se aborda sucesivamente tpicos tales como la riqueza natural del territorio, la descripcin geogrfica del Per, y un balance de su industria, agricultura y comercio. Valdez concluye con un anlisis de la literatura y la religin. En la segunda parte o seccin pasa al estudio de la independencia. Es minucioso al retratar el paso de los gobiernos de San Martn al de Bolvar y dedica largas pginas a la descripcin y el elogio de las batallas de Junn y Ayacucho. En la tercera y ltima parte destaca el juicio que realiza de Bolvar, el relato pormenorizado de los acontecimientos del gobierno de La Mar, entre los que destacarn la campaa contra Colombia y la cada de dicho presidente.
