Mit dem Einsatz von Informationstechnik in der ffentlichen Verwaltung schien bislang die Transparenz des Verwaltungshandelns fr den Brger abzu nehmen. Inzwischen erffnet der gegenwrtige Entwicklungsstand dieser Tech nik neue Perspektiven, unter anderem fr die Schaffung einer transparente ren Verwaltung und fr eine verbesserte Brgerinformation. Im Mittelpunkt steht hier die Information von Brgern ber die ffentliche Verwaltung. Bei der Begegnung von Brger und Verwaltung spielt die Qualitt der Brgerinformation eine zentrale Rolle. Obwohl die Verwaltung auf ver schiedene Weise informiert und bert, wird sie den Informationsproblemen der Brger im Umgang mit ihr nicht immer gerecht. Das mag unter anderem daran liegen, da viele dieser Probleme schon im Vorfeld des Verwaltungs kontaktes auftreten und der Verwaltung deshalb nicht deutlich werden. Daher wird vorgeschlagen, technikuntersttzte Brgerinformationssysteme zu schaf fen, die die Brger darber aufklren, welche Rechte sie haben und wie sie diese verwirklichen knnen. Sie sollen besser ber die Verwaltung, ber ffentliche Dienstleistungen und ber ihre Einflu und Mitsprachemglich keiten informiert werden. Mit Informationstechnik kann Brgerinformation in vieler Hinsicht verbes sert werden. Zeitgerechte Information auf Abruf und das gezielte Auswhlen von Information im Hinblick auf konkrete Problemstellungen werden in zuvor ni cht denkbarer Wei se mgl ich. Entsprechende Versuche wurden auch schon unternommen. Durchweg wollten sie aber mglichst schnell die Ntzlichkeit eines neuen technischen Angebots unter Beweis stellen. Die Erfahrungen mit der tatschlichen Nutzung solcher Angebote waren daher zunchst recht ent tuschend.
