Anfang der 1990er Jahre begann er den Versuch, eine komplett neue Theorie im Bereich der vergleichenden Systemlehre zu entwerfen die Vetospielertheorie. Im Jahre 1995 verffentliche er seine ersten Gedanken unter dem Titel Decision Making in Political Systems: Veto Players in Presidentialism, Parliamentarism, Multicameralism and Multipartism (cf. TSEBELIS 1995). In den darauf folgenden Jahren hat TSEBELIS selbst seine Theorie stetig weiterentwickelt und ergnzt, was schlielich in dem im Jahre 2002 erschienenen Buch Veto Players How Political Institutions Work mndete. In der Zwischenzeit haben sich einige Autoren ausfhrlich mit der Theorie beschftigt und sie fr zahlreiche Analysen angewandt. In der folgende Arbeit wird TSEBELIS' Vetospielertheorie herangezogen, um zwei politische Systeme, Deutschland und die USA, miteinander zu vergleichen. Dazu ist sie in drei Hauptteile unterteilt. Der erste beschftigt sich mit der Vetospielertheorie. Hier sollen sowohl die zentralen Annahmen und Zielsetzungen der Theorie als auch die Faktoren zur Erfassung der Vetospieler eines Systems vorgestellt werden. Im zweiten Teil erfolgt die Anwendung von TSEBELIS' Theorie zunchst auf das politische System der Bundesrepublik Deutschland und danach auf das der Vereinigten Staaten. Dabei wird versucht, allgemeine Aussagen ber die beiden Systeme mittels der Theorie zu treffen und gleichzeitig eine Momentaufnahme der Verhltnisse im Mrz 2007 durchzufhren. Im letzten Teil werden die Ergebnisse zusammengefasst. Der Vergleich soll zwei Fragen beantworten. Einerseits geht es darum zu berprfen, ob und inwiefern die Vetospiel
