In der vermeintlichen Praxis wird Lobbyismus von vielen als eine Art Schattenpolitik angesehen.2 Dagegen steht das Ideal, mit der Verbandsmacht als Ausdruck gesellschaftlicher Selbststeuerung. Als der einzige Weg um die schier unbersichtliche Flut unterschiedlicher Interessen, bei gleichzeitiger zunehmender Komplexitt der politischen Sachfelder, fr die Parlamentarier zugnglich zumachen. Womit Verbnde als Netzwerke der Interessenvermittlung dienen, um den politischen Willensbildungs und Entscheidungsprozess im Parlament zu untersttzen. Welche Rolle die Verbnde bei der Arbeit des Bundestages wirklich spielen und wie viel Einfluss sie haben, soll die Arbeit versuchen nher zu beleuchten. Um diese Frage zu beantworten bilden die Interessenorganisationen, ihrer Aufgaben und Funktionen den Ausgangspunkt aller Erluterungen. Ausgehend von Definition, theoretischen und rechtlichen Grundlagen, soll dann ein Vergleich mit der Praxis der Verbandsarbeit angestrebt werden. Die Prsenz, die Arbeitsweisen und das Kontaktspektrum der Verbnde, sowie dessen Auswirkung auf den Parlamentarismus bzw. Arbeit des Bundestages stehen dabei im Mittelpunkt.
