The study examines the role of science secondary school administrators in terms of some perceived competencies required for effective job performance. It ascertained that professional qualification alone is not an indication of success in management and that professionally qualified and professionally unqualified secondary school administrators whether in urban or rural environment do not differ in their perception of administrative competencies.Both however differ in the ranking of these competencies according to priority. It therefore concludes that the nature of environment is not an index for the measurement of a school organizational efficiency and effectiveness. The study recommends opportunities for further developments in the critical areas as revealed by the ranking of competencies between professionally qualified and professionally unqualified secondary school administrators
