El conde de Toreno ocupa un lugar de primera fila en la historia constitucional espaola. Brillante parlamentario desde 1810 a 1840 y ministro de Hacienda y Presidente del Gobierno durante el Estatuto Real, escribi la clebre Historia del Levantamiento, Guerra y Revolucin de Espaa, publicada en 1835 y traducida a las ms importantes lenguas europeas. Toreno fue un hombre de gran cultura, excelente conocedor del pensamiento poltico y econmico europeo, polglota e infatigable viajero. Su relevancia para la historia constitucional reside en haber encarnado como pocos el trnsito de un liberalismo enraizado en la Revolucin francesa, que defendi con brillantez en las Cortes de Cdiz, a otro liberalismo conservador, inspirado en la Gran Bretaa, que se hizo patente ya durante el Trienio y que fue hegemnico en toda Europa hasta la Pimera Guerra Mundial. Esta biografa se centra en dicho trnsito, aunque no descuida otros aspectos ms bien novelescos de quien estuvo envuelto en intrigas, exilios, conspiraciones y atentados.
