Knappe bertragungskapazitten zwischen den nationalen Stromnetzen fhren zu Netzengpssen, die ein Hindernis auf dem Weg zu einem europischen Binnenmarkt bilden und eine Gefahr fr die Versorgungssicherheit darstellen knnen. Es mssen daher Wege gefunden werden, die Investitionsbereitschaft im Elektrizittssektor zu erhhen und so eine Beseitigung der Netzengpsse und der mit ihnen verbundenen Probleme zu erreichen. Im Mittelpunkt steht dabei die Frage, auf welche Weise gleichzeitig Effizienzsteigerungen und eine sichere Versorgung gewhrleistet werden knnen.
