El hecho nacional no es algo perteneciente tan slo al dominio de lo estatal, al sistema poltico, sino que se inserta tambin de modo especial en el mbito de las relaciones sociales como parte integrante del sistema social. De ah la necesidad de explicar tanto el hecho como la cuestin nacional no slo en el marco de la vigente crisis de los Estados nacionales, sino tambin, y sobre todo, en el marco ms amplio, y a la vez ms estructural, de las disfunciones y desequilibrios provocados por la sociedad tecnolgica.
