La cuenca del Ro San Rafael en el sur de la Repblica Dominicana mide solamente 10 km2, sin embargo tiene una importancia extraordinaria para el abastecimiento de agua potable. El 75 % de la cuenca est cubierto con bosques latifoliados, bosques en recuperacin, cafetales y frutales. Hay un total de 100 propiedades. El propsito de ellas en la parte baja de la cuenca es la inversin para el actual o futuro desarrollo turstico, y la produccin de frutas. En la cuenca mediana y alta dominan los cafetales, con sus frutas asociadas. Un 25 % de la cuenca corresponde a cultivos de ciclo corto (conucos) y matorrales. Entre los bienes y servicios producidos en la cuenca se destacan los productos de agricultura sostenible (caf y frutas), con un valor estimado de RD$ 140 millones anuales. El valor del agua de la cuenca se estima en RD$ 10 millones y el valor del servicio turstico en 7 millones. La produccin agrcola de ciclo corto solo aporta 1.3 millones (menos de 1%). Se propone establecer una cuota hdrica para incentivar a los dueos de parcelas de seguir actuando en favor de la conservacin.
