This study has done as preliminary research on the performance of how government, international and local organization responsed to the severe cyclone Nargis in Myanmar by going to the effecte areas during relief period, interviewing with respective stakeholders and quantitave survey done to affected beneficiaries ensuring the realistic situation. Outcomes showing the effectiveness of community based organizations in relief stage where international bodies could not reach. Moreover, pointing out the poor role of the government in relief operation. Even though there still many weaknesses in this studies, it will give help to those who willing to learn about the relief operation in Myanmar as reference for their advanced studies.
