Jahrhunderts zeichnete sich weltweit ein Trend der Zunahme im Gebrauch von Volksentscheiden ab. Auch wenn man den Beitrag mit in Betracht zieht, den die Demokratisierungswelle in Zentral und Osteuropa sowie in Lateinamerika zu dieser steigenden Tendenz beitrgt, lsst sich feststellen, dass auch der Gebrauch von direkter Demokratie in Westeuropa zu diesem Anstieg beigesteuert hat. Innerhalb des Zeitraumes von 19851989 betrug die Anzahl von Abstimmungen auf nationaler Ebene in den Mitgliedstaaten der EU 11, im Zeitraum von 19951999 bereits 29. Untersuchungen weisen darauf hin, dass der Gebrauch direkter Demokratie in Westeuropa in Zukunft eher zunehmen als abnehmen wird. Die Diskussion in Deutschland ber die Einfhrung von direktdemokratischen Elementen ist beispielhaft, denn die Gegner sttzen sich hier hufig auf Argumente, die sich durch Beobachtungen der Praxis derjenigen Staaten widerlegen (oder auch sttzen) lassen, in denen diese Elemente schon lnger eine die Politik beeinflussende und auch mitbestimmende Rolle spielen. Im Rahmen der Vorbereitung dieser Arbeit stellte sich also nicht nur die Frage, in welchen Staaten Instrumente direkter Demokratie hufig genutzt werden, sondern auch, in welchen Staaten es vor der Einfhrung der direkten Demokratie Diskussionen gegeben hatte, die mit denen in der Bundesrepublik zumindest teilweise vergleichbar waren.
