Zunchst werden der geschichtliche Hintergrund und die politische Ausgangslage kurz skizziert. Anschlieend wird im Detail auf die Entstehung des BVG 1920 eingegangen. Die verschiedenen Entwrfe finden genauso Bercksichtigung wie die Ergebnisse der Lnderkonferenzen. Auch die Verhandlungen im Unterausschuss des Verfassungsausschusses werden dargestellt. Der dritte Teil der Arbeit befasst sich mit dem Inhalt des BundesVerfassungsgesetzes 1920. Insbesondere auf die Themen Bundesstaat, Gesetzgebung, Verwaltung und Gerichtsbarkeit wird nher eingegangen.
