Sein Einflu auf die Rechnungslegung wird durch die Tatsache unterstrichen, da auer den fr den Wertpapiermarkt geltenden Gesetzen keine weiteren Gesetzesgrundlagen fr die Erlassung von Rechnungslegungsnormen existieren. Besondere Bedeutung hat in diesem Zusammenhang die Bereitstellung von Rechnungslegungsinformationen. Durch die Verlautbarungen des Financial Accounting Standards Board (FASB), insbesondere des SFAC No. 1, wird die finanzielle Berichterstattung als ein Ziel der externen Rechnungslegung festgelegt. Die Informationsbedrfnisse der aktuellen und potentiellen Kapitalgeber sollen in Form einer adquaten Informationsvermittlung befriedigt werden. In diesem Kontext stellt sich die Frage, ob es Mglichkeiten fr eine effiziente finanzielle Berichterstattung gibt, die durch die Gesetzgebung vorgegeben werden knnen. Ziel dieser Arbeit ist es, die Funktionsweise und Effizienz eines elektronischen Informationssystems zu untersuchen, das durch die Securities and Exchange Commission entwickelt worden ist. Zu diesem Zweck wird im zweiten Kapitel zunchst auf die Entstehung der kapitalmarktrechtlichen Gesetzgebung sowie der Securities and Exchange Commission eingegangen. Anhand der konkreten Publizittspflichten soll versucht werden, den Umfang der geforderten Berichterstattung zu verdeutlichen. Im anschlieenden Kapitel wird auf die spezielle Mglichkeit der breiten Verffentlichung von Information durch Datenbanken eingegangen. Neben der Beschreibung des Aufbaus und der Funktionsweise von Datenbanken beschftigt sich das Kapitel mit der Eignung dieser Systeme zur Informationsverbreitung und ihrer allgemeinen Wirkung in bezug auf die Publizitt
