Medienwirksam prsentierte Projekte wie die WstenstromInitiative Desertec oder die geplante NabuccoPipeline erwecken das Interesse der europischen Bevlkerung genauso wie die im Dezember 2009 anstehende Weltklimakonferenz in Kopenhagen. Auch innerhalb der Europischen Union (EU) nimmt die Energie und Klimapolitik eine gewichtige Rolle ein, denn nicht zuletzt beinhaltet die Europische Einigung [...] von Beginn an auch die Idee einer Energiegemeinschaft' (Geden/Fischer 2008: 23). Allerdings handelt es sich bei der europischen Energiepolitik um ein schwer fassbares Politikfeld. So fordern die Brger der EU eine sichere, billige und umweltfreundliche Energieversorgung. Herunter brechen lsst sich diese komplexe Interessenslage hierbei auf drei zentrale Ziele der Europischen Energiepolitik (auch bekannt als das energiepolitische Zieldreieck): Versorgungssicherheit, Umweltvertrglichkeit und Wettbewerbsfhigkeit. Die Metapher des Dreiecks soll in diesem Fall verdeutlichen, dass die Ziele sich bedingen, mitunter aber auch in Konkurrenz treten. Bei genauerer Betrachtung dieses Zieldreiecks stellt sich jedoch die Frage, ob die EU allen drei Zielen dieselbe Aufmerksamkeit zukommen lsst. Daher steht im Zentrum dieser Arbeit folgende Fragestellung: Lassen sich unterschiedliche Erfolge bzw. unterschiedlich weitreichende Integrationsschritte bezglich des energiepolitischen Zieldreiecks der EU ausmachen und wenn ja: Wie lsst sich dieser Befund erklren? Im Verlauf dieser Arbeit wird daher herausgearbeitet werden, dass es eine wahrnehmbare Verlagerung zugunsten der Umweltve
