So sei der fundamentale Systemfunktionswandel der einzelnen Parteien bereits dadurch zu erkennen, dass diese im Kaiserreich noch auerhalb des institutionalisierten Entscheidungsprozesses standen, whrend der Weimarer Republik zwar Trger der ersten deutschen Demokratie waren, aber im Gegensatz zur gesellschaftlich nach wie vor bestehenden Sehnsucht zum alten Obrigkeitsstaat standen und folglich als Systemparteien' verleumdet wurden. Erst mit der Entstehung der Bundesrepublik sei die dauerhafte Verschmelzung zwischen dem Parteiensystem und Demokratie vonstatten gegangen. Ob Kurt Sontheimer Recht hat, wenn er davon ausgeht, dass das Parteiensystem Auswirkungen auf die innenpolitische Stabilitt hat, versuche ich in dieser vergleichenden Seminararbeit zu klren. Ich werde also zum Schluss versuchen eine Antwort auf die Frage zu geben ob eine Vernderung im Parteiensystem Auswirkungen auf die innenpolitische Stabilitt hat oder eben nicht.
