Mit dem Persnlichen Budget knnen sich die behinderten Menschen selbstbestimmt diejenigen Leistungen einkaufen, die sie individuell bentigen' (Ministerium fr Arbeit, 2006 S. 1). Ebenfalls ein persnliches Budget ist das bundesweit in Modellprojekten erprobte trgerbergreifende persnliche Budget (TPB). Nach dreieinhalb jhriger Erprobungsphase besteht seit 01.01.2008 ein Rechtsanspruch auf das TPB. Mit dem TPB kann der Mensch mit Behinderung oder der von Behinderung bedrohte Mensch seine Hilfe selbst zukaufen. Er entscheidet, wann er welche Hilfe durch wen in Anspruch nimmt. Trgerbergreifend heit, dass sich das Budget aus Geld oder Sachleistungen verschiedener Trger zusammensetzen (kann). Der damalige Bundesminister fr Arbeit und Soziales Franz Mntefering lobte in seiner Rede anlsslich der Auftaktveranstaltung der Infotour Selbstbestimmt leben: Persnliches Budget' in Berlin am 3. September 2007, dass ein Paradigmenwechsel bei der selbstbestimmten Teilhabe und Gleichstellung behinderter Menschen in allen Bereichen des gesellschaftlichen Lebens stattfindet. Franz Mntefering spricht davon, dass das klassische Leistungsdreieck zwischen Leistungstrger, Leistungserbringer und Leistungsempfnger wird damit aufgelst. Der Budgetnehmer wird zum Kufer, Kunden oder Arbeitgeber. Er bestimmt wann, wie und durch wen die Leistung erbracht wird eine wesentliche Voraussetzung fr selbstbestimmte Teilhabe am gesellschaftlichen Leben.' (Mntefering, 2007 S. 12).
