El programa de asignaciones familiares en el Uruguay se asocia en sus orgenes a la emergencia de un incipiente modelo industrializador que comienza a desarrollarse hacia inicios del siglo XX. El modelo de poltica social asociado al nuevo modelo de desarrollo se basa ideolgica y culturalmente en una familia nuclear en la cual el hombre era el principal sustento econmico. Las transferencias monetarias a las familias fueron una opcin para el mantenimiento de este modelo familiar. El hombre trabajaba y la mujer permaneca en la casa cuidando a los hijos a cambio de una compensacin o transferencia monetaria. En este sentido el programa de asignaciones familiares se asemeja al desarrollo de otras polticas sociales. Las mismas son siempre un indicador de la forma en que los recursos econmicos son distribuidos socialmente. El Estado uruguayo asumi su rol central en el proceso de desarrollo a diferencia de otros pases que lo dejo librado al mercado. Esto explica el surgimiento temprano del programa de asignaciones familiares comparativamente con el resto de los pases de Amrica Latina.
