Este estudio intenta entender y reconocer la enorme importancia que tienen las Tecnologas de la Informacin y la Comunicacin TIC en la sociedad actual, y examina las potencialidades que ellas pueden tener en el Desarrollo Cultural Comunitario de las localidades, sin perder la perspectiva de los contextos y entornos particulares que utilizando similares tecnologas alcanzan niveles de desarrollo social diferente. El inters cientfico de este trabajo radica tambin en la perspectiva de mirar cmo las TIC pueden contribuir al desarrollo cultural de las localidades, sobre todo de aqullas que se encuentran en riesgo de ingresar en la llamada brecha digital. Revisa y analiza el impacto que las TIC estn teniendo en los grupos y relaciones sociales y el valor que puede tener la conectividad comunitaria como mecanismo para reducir las exclusiones sociales y tecnolgicas de nuestra sociedad. Finalmente, construye un modelo de apropiacin a partir del trabajo de campo en una sala sociomeditica del punto mnia ubicada en la Asociacin para Jvenes TEB, en Barcelona, Espaa, que utiliza los ordenadores con fines y propsitos diversos, pero siempre desde la perspectiva comunitaria.
