Die Arbeit ist so weit mglich chronologisch ab 1945 in Phasen der Entwicklung des Hochschulausbaus gegliedert: 1. In der Wiederaufbauphase, die etwa bis Mitte der 50er Jahre reicht, wird die Situation der deutschen Hochschulen nach dem Zweiten Weltkrieg beschrieben und die Schwierigkeiten des Aufbaus dargestellt (vgl. Kapitel 2). 2. Die Expansionsphase wurde in die Phase des ersten Ausbaus der Hochschullandschaft (bis etwa Mitte der 60er Jahre) und in die Phase der Reformen untergliedert. Hier werden die Differenzierung der Hochschultypen, die Entwicklung eines relevanten Standortsystems und die Strukturvernderungen an den Hochschulen dargelegt. (vgl. Kapitel 3) 3. Die Phase der Krisen des Hochschulausbaus wurde entgegen anderen Gliederungsanstzen (vgl. zum Beispiel OEHLER 1989, S. 7/ 8) als eigene Phase ausgefhrt, da in dieser Phase wichtige Vernderungen fr die heutige Entwicklung des Hochschulausbaus eingefhrt wurden. (vgl. Kapitel 4) 4. Die letzte Phase, die bis heute andauert, kann als Konsolidierungsphase oder Phase der Strukturverfestigungen bezeichnet werden. Allerdings hat sich die Situation seit der deutschen Wiedervereinigung wieder verndert. (vgl. Kapitel 5)
