Entgegen der landlufigen Meinung, die Nationalstaaten wrden ihren Einfluss auf den Hochschulsektor verteidigen und entgegen der eingeschrnkten Zustndigkeit der EU, beginnt sich mit dem Bologna Prozess ein europisches Hochschulregime herauszubilden das jedoch nicht durch die EU, sondern durch das Zusammenspiel wichtige Akteure aus unterschiedlichen Ebenen bestimmt wird. Die Arbeit beschftigt sich mit dieser Entwicklung und versucht einerseits die Bedingungen herauszuarbeiten unter denen sich nationale Politiken transnationalisieren: Wettbewerbsdruck, Vermarktlichung, GATS, Internationale Institutionen wie bspw. die OECD und aktuelle politische Zielsetzungen. Andererseits werden die empirisch auftretenden Steuerungsversuche und Steuerungseffekte nachgezeichnet. Die Entwicklung in der Hochschulpolitik wird unter zwei wichtigen theoretischen Aspekten betrachtet. Zum einen wird steuerungstheoretisch gefragt, wie Politik unter den gegebenen Bedingungen (Schwindende Durchgriffsmglichkeit des Nationalstaats, Fderalismus, Verlagerung von Kompetenzen an andere Ebenen und Institutionen) mglich ist und es werden in diesem Zusammenhang neue GovernanceInstrumente beschrieben die in den vergangenen Jahren im europischen Raum eine wachsende Rolle spielen. Es wird die Frage behandelt, ob das Ziel des kohrenteren Hochschulsystems erreicht werden kann.
