Dann entscheidet das Yolk als Souveran erneut damber, welcher der urn die Obertragung der Macht sich bewerbenden Parteien es sein Vertrauen schenkt. Die Wahl soU eine echte po litische 'Entscheidung sein zwischen den zur Fuhrung der politischen Geschicke geeigne ten Bewerbern. Die Partei, die uber die Mehrheit im Parlament verfugt, kann das Organ Bundesregierung personeU so besetzen, wie es ihrer politischen VorsteUung entspricht, sie kann und wird die HerrschaftsbesteUung so voUziehen, daB sie in der Lage ist, ihre politischen Vorstel lungen zu verwirklichen. Mit der Machtbefugnis des Parlaments ausgestattet, ist diese Partei in der Lage, Gesetze zu beschlieBen, also fur aUe Einwohner des Staatsgebietes, auch fur die, welche bei der Wahl sich anders entschieden hatten, verbindliche Normen aufzusteUen. Dabei wird die von ihr getragene Regierung den VoUzug der Gesetze in Handen haben. Der Gewinner einer Wahl verfiigt also uber die beiden politischen Machtmittel des Staa tes, das Parlament und die Regierung.
