Einleitung Im Rahmen der internationalen und europischen Klimapolitik wurde eine Vielzahl von politischen Instrumenten eingefhrt und in diesem Zusammenhang eine Klimapolitik in alle politischen Bereiche integriert. Dies betrifft insbesondere den Bereich Energie (erneuerbare Energien, Energieeffizienz etc.) und resultiert insbesondere aus der hohen Beeintrchtigung der Emissionen fr die Gesellschaft, denn die Beeintrchtigungen verursachen Schadenskosten, welche in die Marktpreise nicht einkalkuliert werden knnen. Eine wesentliche Folgeerscheinung besteht darin, dass die Marktteilnehmer die Schdlichkeit ignorieren, somit ein Marktversagen eintritt und staatlicher Eingriff notwendig wird. Das wichtigste politische Instrument nimmt in diesem Rahmen der Emissionshandel ein und stellt analog ein wesentliches Instrument der Weltwirtschaft im Kontext zur Europischen Union dar. Der vorliegende Beitrag charakterisiert nach Darstellungen von grundlegenden Aspekten des Emissionshandels den EUEmissionshandel, prsentiert die Phasen des EUEmissionshandels und stellt die Preisentwicklung der CO2 Emissionsrechte im Kontext der CO2 Reduktionen dar. Im Fortgang wird die Umsetzung des EUEmissionshandels kritisch errtert und abschlieend zuknftige Aspekte prognostiziert.
