Die EU hat diese Gefahren erkannt und im Mrz 2007 neue Klimaschutzziele fr die Mitgliedsstaaten beschlossen. Der Aussto von Treibhausgasen in der EU soll bis 2020 um 20% im Vergleich zum Jahr 1990 gesenkt werden, bei Zustandekommen eines neuen globalen Klimaschutzabkommens sogar um 30%. Ein wesentliches Instrument zur Erreichung dieser Ziele ist das seit 2005 existierende Europische Emissionshandelssystem (EUETS). Dieses Handelssystem macht den Aussto von Treibhausgasen zu einem Kostenfaktor, indem die einbezogenen Unternehmen fr jede von ihnen emittierte Tonne CO2 ein entsprechendes Zertifikat erwerben und vorzeigen mssen. Die ersten beiden Handelsperioden (20052007 und 20082012) waren zunchst als Implementierungs und Probephase gedacht. Dabei sollten die Mitgliedsstaaten bei der Erreichung ihrer Klimaschutzziele von Kyoto untersttzt werden. Trotz zahlreicher Probleme bei der anfnglichen Ausgestaltung des Systems und des Handels wurden hierbei wertvolle Erfahrungen mit dem neuen Instrument gesammelt. Ab 2013 bekommt das Instrument des Emissionshandels bei der Erreichung der neuen Klimaschutzziele der EU jedoch zentrale Bedeutung. Daher verabschiedete das Europische Parlament am 17. Dezember 2008 im Rahmen eines umfassenden Klimapakets u. a. eine nderung der Emissionshandelsrichtlinie mit neuen Regelungen fr den Handel ab 2013. Dieser Kompromiss hat weit reichende Konsequenzen fr alle betroffenen Unternehmen, da diese zuknftig einen ernsthaften Beitrag zum Klimaschutz leisten mssen.
