Fast alle am Grndungsprozess dieser "League of Nations" partizipierenden Staats und Regierungschefs stimmten darin berein, dass dauerhafter Frieden nur durch die Schaffung einer derartigen bernationalen Behrde generiert werden knne. Dies umso mehr, da die alten Monarchien Deutschland, Russland und sterreichUngarn zusammengebrochen sind und das alte System der Balance of Power somit ausgedient hatte. In der vorliegenden Arbeit wird der Frage nachgegangen werden, welchen geistesgeschichtlichen und realinstitutionellen Prozess die Vlkerbundsidee und deren Vorlufer im Laufe der Jahrhunderte durchliefen. Das Ziel des ersten Kapitels ist es, die Anfnge der Idee eines internationalen Bndnisses der Vlker von der Antike bis zum Ende der Frhen Neuzeit herauszuarbeiten. Im zweiten Teil werden dem Leser die Entwicklung von dauerhaften Friedensplnen und deren dazu notwendigen Institutionen im bergang zur Spten Neuzeit dargeboten. Als literarische Grundlage dienen hierbei Michael Baers Ausfhrungen ber den Beginn von Friedensideen in Amerika sowie Immanuel Kants berhmtes Traktat Zum Ewigen Frieden". Im dritten und letzten groen Abschnitt der Arbeit werden die ersten konkreten Umsetzungen der seit Jahrtausenden diskutierten Ideen beschrieben. In einer Zusammenfassung und einem Resmee werden die wichtigsten Ergebnisse der Arbeit noch einmal prgnant dargestellt und bewertet.
