Dazu stellt sich die Frage, inwiefern die Vielzahl an Ethnien die politische Stabilitt beeinflusst. Im Dezember dieses Jahres, fand die fnfte Internationale Konferenz zum Fderalismus in Addis Abeba statt. Regierungsvertreter Kassa Tekleberhan und Dr. Fasil Nahom verteidigten im Rahmen dieser Konferenz die Vorzge des Fderalismus in thiopien. Tekleberhan erwhnte, dass nations and nationalities of Ethiopia have been enjoying their rights guaranteed in the Constitution as well as benefiting from the development gains registered over the past years.' Nahrom fgte noch hinzu, dass the federal system [...] contributed significantly for the equality and unity existed among all nations and nationalities of Ethiopia.'3 Laut dieser Aussagen, hat sich das der Fderalismus in thiopien im Lauf der letzten Jahre uerst bewhrt. Nun stellt sich natrlich die Frage, ob das System des modernen Staates in thiopien wirklich die erwhnten Vorteile und positiven Entwicklungen mit sich gebracht hat. Um diesen Tatbestand zu errtern wird im 2. Kapitel geklrt, was einen modernen Staat ausmacht. Dazu muss der Staat als solches definiert, seine Funktionen beschrieben und verschiedene Typen voneinander abgegrenzt werden. Danach wird darauf eingegangen, wie der typische Staat in Afrika beschaffen ist. Im 3. Kapitel soll dann erlutert werden was den modernen Staat thiopien bestimmt, wie dieser historisch entstanden und wie der heutige Fderalismus in thiopien umgesetzt ist. Dazu wird zuerst der
