Die Finanzierung des dadurch zwingend grer gewordenen Verwaltungsapparats ist durch Mehreinnahmen jedoch nur stark eingeschrnkt mglich. Die Kommunen mssen im Gegenteil sogar mit sinkenden Ressourcen auskommen, so da mit traditionellen Struktur und Verhaltensmustern keine nachhaltigen Leistungssteigerungen mehr mglich sind. Die Einfhrung des in der Privatwirtschaft bewhrten geschftsprozeorientierten Ansatzes stellt eine Mglichkeit dar, die bestehenden Probleme innerhalb der Verwaltung zu lsen. Im Rahmen der Arbeit wird untersucht, in welcher Weise die Prozeorientierung zur Optimierung von Verwaltungsablufen fhren kann und wie sich diese optimierten Ablufe durch den Einsatz der Informations und Kommunikationstechnik wirkungsvoll untersttzen lassen.
