Vor den bevorstehenden Strafen schrecken sie nicht zurck, die Jugendhilfe ist hilflos und die Eltern haben ihre Kinder schon lngst aufgegeben, wenn sie sich berhaupt fr die Probleme der Kinder interessiert haben. Immer hufiger wird von Intensivttern gesprochen und gerade Kinder und Jugendliche mit Migrationshintergrund sollen ein ernstzunehmendes Problem darstellen. In einigen Medien und von einigen Politikern wird der Jugendkriminalrechtspflege seit mehreren Jahren vorgeworfen, zu lasch und zu lau zu reagieren. Immer lauter werden die Forderungen nach einer Verschrfung des Jugendstrafrechts sowie der Absenkung des Strafmndigkeitsalters auf 12 Jahre (vgl.: DVJI 1999: 400). Geschlossene Unterbringung und Erziehungscamps fr mehrfachauffllige Kinder und Jugendliche werden immer hufiger gefordert. Auch eine Vereinfachung der Abschiebung von auslndischen straffllig gewordenen Jugendlichen wird von einigen Seiten als notwendige Konsequenz gefordert. Die Diskussion erreichte ihren Hhepunkt als im Dezember 2007 zwei arbeitslose vorbestrafte Jugendliche auslndischer Herkunft in der Mnchener UBahn einen pensionierten Lehrer krankenhausreif schlugen, der ihnen gegenber auf die Einhaltung des in ffentlichen Verkehrsmitteln herrschende Rauchverbots bestanden hatte. Im Gegenzug fordert die Sozialpdagogik statt mehr Repression ein Mehr an Prvention.
