Over the last many years, several agencies and volunteer based organisations have been recruiting and deploying international volunteers to Ethiopia. Their aim is to support the development process in the country by transferring skills and building local capacities. However, little academic literature exists as to whether this approach to development results in sustainable capacities in host organisations. To what extent are the changes brought about by the volunteers sustained when they leave? Is the traditional approach of sharing skills to counterpart staff adequate?
