Bedeutet es im Zusammenhang mit politischen Reformen, dass diese rational nachvollziehbar sein mssen, dass sie allgemein als (moralisch?) richtig' bewertet werden? Bedeutet es etwa, dass die Reformen den jeweils gesetzten Zielen nahe kommen, Wirtschaftswachstum schaffen und Arbeitslosigkeit beseitigen? Oder sind politische Reformen in einem greren, langfristigeren Kontext zu betrachten? Soll eine Reform ein Gesamtkunstwerk darstellen, den Weg zu einem neuen Gesellschaftsideal weisen? Diesen Fragen will ich mich nhern, indem ich zunchst das Problem klugen Entscheidens' auf der Basis der Ergebnisse der ersten staatswissenschaftlichen Tagung zu diesem Komplex heranziehe und mich des Weiteren mit dem Entscheiden zu bestimmten politischen Reformen auf ein Feld klugen Entscheidens konzentriere. Dabei werde ich einige im Seminar behandelte Texte auswerten, die sich mit den Mechanismen einer Reform, den sechs Reformfaktoren und schlielich der Rolle von Kreativitt im Reformprozess beschftigen. Dies soll dann zu einem intensiveren Verstndnis von der Problematik der Durchsetzung einer Reform in Deutschland fhren und Wege zu klgerem Reformentscheiden' andeuten. Als Abschluss der Arbeit widme ich mich einer konkreten politischen Reform, nmlich der Agenda 2010.
